Two different jobs at two different prices
A visual assessment is somebody walking the house with a moisture meter and often a thermal camera, looking for where water is or has been. A sampled inspection adds air or surface samples sent to a laboratory, producing a written report.
Most of the confusion about cost comes from not knowing which one is being quoted. The EPA does not recommend routine sampling, because the recommended action — remove the growth, fix the moisture — does not change based on which species is identified. Where a report earns its cost is when you need documentation rather than information.
Why older Maryland housing holds it
Full basements under nearly every house, foundations that predate the idea that a basement wall should be a water barrier, and lower levels finished in the 1970s and 1980s with framing set directly against masonry and no vapour barrier behind it. Add a century of layered mechanical systems running through the same joist bays, and there are a great many places for moisture to sit unseen.
