Annapolis is one of the few places where water arrives on a schedule rather than during a storm. High tides reach the low streets near the water on ordinary clear days, and the number of those days has been climbing for decades.

What makes Annapolis different

The historic core is eighteenth and nineteenth century brick and frame, sitting on stone foundations that were never built to be dry and were never meant to be sealed. Many of those cellars have a floor poured over dirt at some later date, which traps moisture underneath rather than stopping it. Outside the historic district the housing is conventional, but the ground is not: Eastport and the streets off Spa Creek sit low, and the water table is close enough that a sump runs through ordinary weather. Materials that are wet for a few hours usually recover. Materials that stay wet overnight often do not. Drywall wicks moisture upward within minutes, carpet padding holds many times its weight in water and passes it into the subfloor, and a closed basement in summer reaches the humidity where growth begins within a couple of days.

If the water is anywhere near a panel, a boiler, a furnace or an outlet (and in a basement or a crawlspace the panel is often on the wall the water reaches first), treat the room as unsafe until the circuit is off from a dry location.
